forces without any legality, it is a well known fact
that the so called 'transitional government' which has
been enforced on the Somali people for the third time
commands very little control even in the capital city
of Mogadishu. And yet, this practically inefficient
government has recently in secret signed memorandum of
understanding with neighboring country Kenya
concerning maritime borders
As is generally known, this new 'transitional
government' just as the other two failed attempts that
had come before, was established and given
international recognition so that it can serve foreign
interests. Hence, this 'government' does not represent
the reconstitution and sovereignty of Somalia and is
also unaccepted by the Somali people as evidenced by
their mounting opposition. And thus it is a government
that has neither legality nor popular support. And a
government that has no legality does not have the
authority to represent the people in making decisions
regarding the resources and sovereignty of the country
that would affect the destiny of the people for
generations to come.
What makes this new 'government' different from the
others that came before it is its eagerness to sign an
agreement concerning the sovereignty of Somalia. The
previous two transitional 'governments' that came
before had never dared venture into taking such
measures. The President of the last failed government,
for instance, refused to be pressured into signing any
agreements or contracts with foreign governments or
companies that sought to exploit Somali natural
resources arguing that he does not have the authority
to do so and that the time was not right. But this new
batch of government has made it quite obvious that it
does not have any qualms going beyond its limited
authority and dabbling in matters of national
sovereignty and resources.
One of the dangerous things about such governments
that are formed by external forces is their readiness
to bow down to any kind of pressure from any corner of
the world at the expense of the nation's interests.
Nonetheless, as long as they are unaccepted by the
people, these governments are not legal
representatives of their country and thus agreements
signed by these governments have no legality
whatsoever. And it should be noted here that the
integrity and sovereignty of the people and country
cannot be violated by such illegal agreements. |
