Kerry: Rebels In Darfur Must Engage In Peace Talks With
Sudanese Government

US Senator John Kerry said Thursday
that Sudan has agreed to allow some aid back into
Darfur, more than a month after the Sudanese president
expelled over a dozen aid groups from the region.
Sudanese President Omar al-Bashir expelled 13
international aid groups and three local ones after
the International Criminal Court issued an arrest
warrant for him on charges of war crimes and crimes
against humanity in Darfur.
A two-day Arab summit held in Doha, Qatar two weeks
ago made it rather clear that it strongly supported
the Sudanese President Omar Hassan al-Bashir and
totally rejected an international arrest warrant
issued against him by the International Criminal
Court.
Kerry called upon rebels in war-torn Darfur to engage
in peace talks with the government authority is
rather realistic.
Al-Qathafi's told the African foreign ministers who
gathered in Tripoli the union authority can decided
on which of the African elements that can be
integrated within one year, five years or twenty
years.
He said Africans do not need to complicate the
process. The institutions that can be established now
have are already there.
"We cannot create the United States of Africa without
a mechanism which works every day to reach this
goal," he insisted.
"We should end the existing chaos and disorder,
create a single union authority and get rid of all
the rest," he added.
Gaddafi advanced a concrete and practical proposal to
the AU Executive Council calling for the existing AU
Executive Council to appoint a head secretary to be in
charge of the continent's foreign affairs.
The AU's economic development program as represented
by the New Partnership for Africa's Development,
NEPAD, to oversee foreign trade of the whole African
continent. While the head of the AU's Peace and
Security Council would run the continent's defense
matters.
Al-Qaddafi warned the AU Executive Council that the
African masses were fed up with the current status
quo in the continent.
"The African masses want to freely move across the
African continent which represents their large home.
Every African has the right to live and work in any
part of the continent," he said.
"The masses are accusing us and say the politicians
don't feel and recognize the demands of the African
citizen… rebellions and coups d' etat have returned
anew to the Africa as a result of the politicians’
failure in establishing African unity," Al-Qaddafi
added.
A large number of participating African officials
expressed their support of Gaddafi's plan which
represents a sensible and logical as well as practical
steps to effectively create a union authority in
Africa at last.
