Uganda’s Kamuli Muslim Khadis In Verbal War Over Kayongo-Mubajje Rivalry

Kampala — A row has erupted between Kamuli District Muslim kadhis, one belonging to the Kibuli faction led by Zubair Kayongo, and the other loyal to Mufti Ramadhan Mubajje. Sheikh Shaban Waisadha, of the Kayongo faction and Sheikh Ibrahim Muganza are now caught in a battle of words as each laims to have more authority than the other. Waisadha was sworn in as District Kadhi for Kamuli and Kaliro districts during Mufti Kayongo's visit in Kamuli and also established an office on Vithaldas Road in Kamuli Town Council. Since then, Waisadha has been visiting mosques mobilising Muslims to rebel against Mubajje and telling them that Muganza is not the official District Kadhi. Reacting to this in his office after Juma prayers at Kamuli mosque, Sheikh Muganza accused Waisadha of insubordination and said the way he was conducting himself was unethical. "Waisadha must stop misleading Muslims. I am the official Kadhi and telling Muslims that I am not officially sworn in by Mubajje is a hoax," Muganza told Sunday Vision. He contended that he was sworn in at Kamuli playground at a function attended by the Deputy Speaker of Parliament, Rebecca Kadaga, and other dignitaries in 1997. However, Waisadha in a separate interview with Sunday Vision, said an official Kadhi takes the oath of office in the presence of a Mufti. "Muganza has been working in an acting capacity, after he succeeded Abdu Salaamu. I am the official Kadhi because I was sworn in 'live' as Mufti Kayongo looked on," Waisadha boasted. To this Muganza reacted: "Nonsense! If he's the rightful Kadhi, why doesn't he come and occupy these offices?" However, Waisadha said time will come when he will occupy the same offices peacefully and by use of the law. On his part, Muganza advised Waisadha to start mobilising his followers to establish their own mosques where he will sow his harmful propaganda of divisionism and leave the old ones to Mubajje. He warned Waisadha to stop trespassing on 'his' mosques. "Muganza can't bar me from visiting mosques. The best solution is to refrain from deceiving Muslims that Mubajje is not a thief," Waisadha charged, saying Muganzi should quit. Waisadha said since Kayongo visited, many Muslims had seen the 'light' and were joining the struggle. He said he is organising a meeting with county kadhis.
